Annexation to Papillion Effective 8-1-2019

On July 16, 2019, the Papillion City Council voted to approve the annexation of Eagle Ridge, Eagle Hills and several other SIDs. This is the single largest annexation package in the history of Papillion encompassing over 3,200 people, and increasing the population of Papillion by approximately 15%. As a result, the city will hire two additional police, two public works and purchase additional equipment support. The annexation takes effect August 1, 2019 with the city boundaries changing to incorporate the SIDs. Valuations and debt of the SIDs will be turned over to the city. An overview of the annexation process was offered by Mayor Black. City Council discussion followed. Annexation was controversial with differences of opinion and concerns expressed by council members particularly in regard to the loss of revenue related to the increased water and sewer rates paid by those outside the city limits.
